PATI SEMINAR SERIES
25 November 2026 · 15:00 CET · Online
Join us for a PATI seminar with Zora Kovacic on public decision-making under uncertainty and the twin transition — the combination of sustainability and digitalisation. Peeter Vihma will join as discussant.
Speaker: Zora Kovacic
Zora Kovacic is a Ramón y Cajal researcher at the Open University of Catalonia, Spain. She studies the uncertainty and complexity that arise when scientific knowledge is used to govern environmental issues, focusing on energy transitions, urban sustainability and the digital turn in environmental governance. Her research examines how quantitative evidence, uncertainty and innovation are mobilised in environmental and development policies. At the seminar, she will present her latest work on public decision-making under uncertainty in the twin transition.
Discussant: Peeter Vihma
Peeter Vihma is a researcher at the Ragnar Nurkse Department of Innovation and Governance at Tallinn University of Technology. Combining public administration, innovation and transition studies, he examines the governance of green and digital transitions, including organisational learning, collaboration, legitimacy and the use of data. He holds a PhD in sociology from the University of Helsinki. He will discuss Zora’s work through his research on the twin transition in European cities and the legitimacy issues arising from combining the two transitions.
Public Administration, Technology and Innovation (PATI) permanent study group is hosted by European Network of Public Administration (ENPA)
